Freelance Job Description

We have multiple excel files with table values generated by formulas. We require a web version of these tables. The table values can't be stored in a database. It has to be generated from the excel file on the fly. Each excel file table should have it's own web app solution. 
Job Requirement
1. The web app has to be created using .Net Framework (VB.Net or C#)

2.  The project should be as light as possible, and will be hosted in Microsoft IIS.
