Freelance Job Description

I am looking for someone to create a web portal, similar to booking.com. Where user can filter by wedding budget, filter by category and they can also leave reviews. Vendor can sign up and they should be able to edit their own page on the website, it will be a simple update on their information and photos.

Job Requirement
I need someone who is good in programming this portal. Design wise can purchase an online template. But I need a programmer to help set up the website and make colour changes to it.

3 types of login
1. Administrator
2. Vendor login to edit their own page (add photos and basic information) like booking.com where hotels have their own page with photo gallery and review
3. Normal users/subscribers - receive newsletter for promotions, leave reviews
4. Subscription plan for vendors
